Retopologizing/reducing the sides of a cylindrical mesh

Hi, I always run into this issue and was wondering if there was an easy technique to help... 

I often find myself modelling something (in this case some binocular lenses) I start out with a cylinder with 20 sides, and by the end would like to reduce it to perhaps 16 or less.  Its easy to simply halve the sides by removing every other edge loop, but i was wondering if there was a way /tool to equally redistribute a lesser (or even higher) number of edge loops?  The only way I know of at present it to simply start from scratch with a new cylinder :-/
