3dsmax - How do I exclude verts from soft selection?

How do I exclude certain verts from being affected by soft selection? Playing with the falloff, pinch and bubble modifiers are not precise enough.

Make your soft selection. Turn on Lock Soft Selection, and use the Paint tool with the Selection Value set to 0.
