  So basically you are asking about how to create something like what you can see in Horizon - Zero Dawn for example?

  I haven't seen or played the game. I am asking about common planet/vegetation physics: You walk by a plant, its leaves push out of the way.

  I haven't tried it out but this should work. Based on this video, you just need an "ambient animation" on your plant and simulate.

  I've experimented with that in UE4 and it does work. There's some issues like it doesn't work with the foliage tool, and performance on my old rig (i7 2600, 16gb ram, gtx 570) was horrible. 
  
  That said if you created a blueprint that placed a bunch of grasses that aligned to objects on the z-axis, with a strong lod distance from the player it might work well.
