Looking for Material Library Program

Hey Guys,
I wanted to know if the program about to describe is available or if it isn't would love to see something like it.
I'm looking to see if there is a program that creates a library from your textures files locally on your computer. You can input them into a material and view them as a sphere similar to how Materials are viewed in dDo. This would be helpful for environment/texture artists that already have a database and can easily view the containing folder of the material.
I hope I'm not the only one who has had this idea, I would love to see if this can be possible or has already been made.
