Is it more practical to (method 1) model a city going in order roads -> sidewalks -> concrete areas -> buildings, or (method 2) should I model the sidewalks and concrete areas around a building as part of the building model?

Depends on the game. If you have a regular grid, attached can be better. Infinite runner for example. But if more organic results are needed, then modular is better.
