is there is any tool like fillet of 3ds max in photoshop

  I think in Photoshop you're limited to doing it manually with the pen tool. Illustrator is more focused on creating vectors and it has a "rounded corners" effect. Not sure if that's what you need.

  Oh my bad, I'm sorry, you were talking about much more complicated shapes... So yeah, I think the pen tool is your friend.
