  Do you mean the default noise? Is it not already tileable?

  I mean surface noise on a plane to get a tileable height map without any modification in photoshop or any other tools.

  Make a plane, turn on tiling, apply some noise, see if it's tileable? I'm sure you might have to edit it, just like you would any other tiling texture that you would create from zbrush.

  Using the default noise is a little iffy for tiling, since it already has seams. The Lightbox noise generators are tileable, as long as you use them properly on a tiling plane. You can also make your own tiling alphas to use with the Noise tool or "Mask By Alpha" and use the Deformation tools. Again, the plane you're applying them to also matters.
