Animation Active Decimation

So, there is a thing I saw a few times but i can't find it now. Basicaly it's decimation running active on an animation. It produces an intresting effect, and I can't find any examples of it.

So maybe you have seen it or even done it?

Can do this in 3ds Max with the modifier stack.

In maya you can add a reduce node after the skinning and animate the effect easily.
Mesh -> Reduce

Are you maybe thinking of DirectX11 tessellation?
