Is it more adequate to create a material in Maya or UDK?

Is it more adequate to create a material in a 3d program (like Maya using the hypershade) or in a game engine (like UDK material editor) for games?

I mostly use UDK material editor but recently I been struggling with this dilemma. I know that this question is a little basic but it would help me out a lot if someone can point me in the right direction. Thank you and I greatly appreciate your help and contribution.
