and see if you can fit an ssd (at least 128gb) in there for windows + core software (max/zbrush/photoshop).
also, be careful with OEM licensed windows. if you ever have to rebuild/upgrade your pc, the license can become invalidated as it's locked to the original hardware.
Windows 8 is designed for mobile devices (phones, tablets) with touch interfaces, its a poor OS for a 3d workstation. Stick with Windows 7 64, pro if possible.

i believe it comes with its own cooler, which will do the job just fine.
again though, you really need to consider a more powerful power supply. a 650w should be fine. remember that although the power draw of modern intel cpus is lower when idle/not stressed, when they auto-overclock they cause power spikes, if your psu can't handle it you'll bluescreen.
Looks good to me. Only thing: if you actually want to watch dvds, make sure to buy a retail DVD drive not an OEM. OEM optical drives do not come with dvd decoder software. Retail drives are usually like $5 extra.

Windows 8.1 works fine and is meant for all. Having used both 7 and 8. I prefer 8. It boots faster, works with Multi Monitors easier, shows transfer speed graphs when working with files, USB 3.0 native support, and best? The click ring icon when attempting to use a wacom in a 3d program no longer happens. So I can go back to using my Intuos in Max (yaee!)
The major complaint that EQ mentions about 8 have been looked at in 8.1 Not that I agree with them all. The Start button still brings you to the full screen start menu, but now even desktop icons are colored, so its easier to group. So its just as fast as to use as 7.
For your comparison the two cpus mentioned are here. They both have the same graphics core (not that it matters if your using an external).
If its only 10-15 more for the 4670 I would go with that with its bigger cache.
Also very important. Get more memory. Seriously. I even run out when using 16 (having 3 4k files up in ps, a huge Max file and rendering in xnormal can do that). You also have a dual channel chipset which means the system will be faster with 2 or 4 sticks.
Yeah, my only complaint about 8.1 is that it colored the tiles on the start screen and it looks kinda ugly. That said if you keep your web browser of choice and file explorer pinned to the taskbar you're golden. I grouped together all my CG stuff on the start screen and frankly I find that a lot faster than digging through the old school start menu.
We can't say what will happen with online sales, but I'd wait until around Thurday/Friday before you start buying things, if something is a really good deal right now or before then, go ahead and get it.

i just bought all the parts except the storage and i over exceeded my budget so i all i have left is $100 so i need help what type of hard drive should i get,if i do use a hard drive and later buy an sdd can i transfer my windows license to the sdd whit out any problems?

Just find a used copy of CS5/6 hardcopy on ebay or something. With most pro's probably going to the CC versions now, you should be able to get it for a song.
Also, to my knowledge when I got my PC w/ windows 7 home, 3ds Max won't even run on it. Don't know what your 3d app. is so maybe this isn't a concern. Anyhow, home versions kind of blow for anything other than just everyday computing.
