  Just use a mesh and apply a basic transparency shader to it. You could use a quick-and-dirty particle system for the dust motes.

  That looks like an emissive texture applied to a plane with vertex alpha on the tips

  The trick is generally to have the transparency change based on the view direction, that means that if you look straight on, you don't see the harsh edges.
