Is there a way to use the time of day features for lighting without using the timeline? For example, I just want the timeline to stay in one place and start fresh without all the keyframes already added.

just pick a time and make the TOD good in that time. If you dont want a day/night cycle just set the time speed to 0 and itll stay at starting time

Goto the Terrain menu, then time of day menu, uncheck the record button on the top, then set the time of day for the start up time of day, ending and then hit playback speed like Olli stated to 0, that should make it stand still.
