3ds 2013 and normal maps...

3D Studio Max is driving my nuts (as usual), I recently upgraded(?) from 2011 to 2013 and I'm having trouble. I put together a test scene to demonstrate.

First Issue: Apparently 3DS max no long respects projection modifiers? The cage seems to have no affect anymore - as shown by the outer surface of "high poly" model being cut off from the output. Notice that max height on the projection options appears to be wrong, but I can't edit it.

Second Issue: The render to texture output doesn't appear to function correctly, some sort of distortion maybe? At the left I have the max render window open, it shows an orthographic projection of the "high poly" model. Notice that the sloped edge, 45 degrees from the outer and inner surfaces appears to be very narrow in both the render to texture and outputed normal map but not in the regular max render?

I tried to capture enough information in this desktop screen capture.
