fur technique

Hi I want to make this fur into those slips and I am not sure what I should do :

1 Sculpt manually all the furs with brushes and eventually after paint them with texture or other fur?

2 Leave it smooth and just simulate some extrusions and then add the fur after with the texture normal created like crazybump or the like ...

what technique would best fit to make this kind of fur?

ZBrush will have a new fur/fiber system next month, but for now method 2 would probably be the easiest (and more time-tested) method.

Btw when I will retopologize it , I was thinking to make one single block of the whole object , like one single mesh and I and just leaving out as a secondary mesh the central plaque with the carving perhaps , I mean as a separate mesh element , or may be should I do it differently? how about the stripes and the lacings to the central plaque , since they are thing eventually should I simulate them with an alpha or put all into the mesh as normal map or model them out?
