Hacking Minigame, hard to implement in UDK?

How are hacking minigames usually implemented in a 3d engine? I've been hoping to incorporate a minigame into a UDK environment I'm working on but don't have the slightest clue where to start.

I'll be taking an interactive flash design course this semester, and it's been my assumption so far that most of these minigames are flash based, but I could use confirmation on that.

So how would you connect the dots between Player hitting an action key and a hacking minigame popping up on front of them? Is it something that would take a long time to implement in the unmodified UDK?

Sorry if any of these questions seem uninformed, I'm trying something beyond my own current abilities and could really use some help in deciding whats doable as a level designer/ environment artist....
