I tweaked some envelpoes and fixed up the waist and buttocks area but i don't know how to fix the shoulder area ... any crits please?

animation is one of those things where you really, REALLY need to understand the principles of movement/animation, and NEED reference!
if you`re serious about getting into it you need to get this book:
the animators survival kit

Read the book. Understand the book. then apply the book.
Then before attempting a walk cycle - go to a private area and walk.
break your own cycle down into key frames. and think about every part of your body's movement. (*HINT in a good walk cycle every single bone should move - even if its just a little sway back and forth, or squash and stretch otherwise it will look mechanic and unnatural.)
think about what your shoulders, hips, feet, spine, head, hands etc. do - and at what times during the cycle.
Get video reference! youtube is great. compare, and tweak.
