Scaling edges locally in maya

Hi, I wonder if any Maya gods can help! I have long sections of extruded cubes running around a level as shown in figure A that I want to scale one side of in the Y axis as shown in figure B so the pipe is trapezoid shape. This works well for horizontal pipes but if a pipe goes up a hill as in figure C and I scale one side I get a very skewed result (figure D) as Maya is scaling from a global axis. Is there any way to scale the highlighted eges locally so that the pipe keeps it's shape? Can I scale by 20% so that each pipe is identical?

This all sounds quite convoluted but I have miles of this stuff to correct!
