The X-Files film should be taken off of the list. It only has a winter setting for like, five minutes of the movie.
I can't think of any winter horror films off the top of my head. If you are insistent on Horror + Winter, you might want to take AvP off the list as well. It isn't horrifying or surreal in the slightest. (also, the acting is terrible) Dreamcatcher isn't my favorite film either, but I think it still belongs.
Extremely cold/winter environments aren't nearly as popular for horror films, mainly due to the fact that most horror films tend to be low budget. Shooting movies in cold weather environments is much more costly, and generally bad for the morale of the actors. You've already listed most of the stand-outs.
Home Alone is pretty terrifying. The way that sadistic 8 year old tortures those two hapless burglars is viscious and coldly premeditated. Ban this filth!
Seriously though, I think Enemy at the Gates has lot of snow and frostbite.
