Not sure where to start to get this garbled/pixelated effect on my texture

I'm not sure how to create this effect on my texture and wondering if anyone can suggest somewhere to begin. Basically I'm looking for an effect that is garbled, but still sharp and pixelated. You can see it in this screenshot:



The effect is caused by viewing my raw texture from an extreme angle in Unity, but I'd like to be able to create that effect on my actual texture.

I was able to achieve something like the effect by compressing the 2048x2048 texture down to 256x256 in Unity:



But it doesn't have the multiple levels and shades of blur or the "organic" feel the original one has. Also it feels imprecise to rely on Unity to randomly create this effect for me. However I do feel that compression while retaining pixel sharpness is the general effect I'm going for.

I'm moderately skilled with Substance and Photoshop, but am not sure what methods I should be exploring to get this effect. Let me know if you've got any filters or nodes I might try...
