Question regarding texturing in Unreal 3

Hello
First I would like to say hi as I am new here, second I have a question about texturing in unreal and in general.

I am a little confused about the best way to texture on wall with different variations in texture.An example would be let's say I have a concrete wall and the main concrete is the same but along the wall there are broken pieces that have fallen off.

Now I am not sure what the best way to go about creating textures for this,I was thinking create a tiling texture for the concrete and then anything that varies use a decal.I was also thinking for specific areas creating part of the wall as a static mesh.Lastly I was also thinking of modelling the wall and then breaking it into pieces and doing it modular.

If anyone could point me in a good direction I would appreciate it because I know there are several ways to do it but I would like to find out the best and most proficient way to tackle this
