i made a Jill Valentine model that has the use of romka's Kate model (sorry,Romka) because Kate looks almost like Jill so i decided to retexture most of the stuff and here is what i got
Yeah, you shouldn't post work based on another authors work without permission, its not cool. Nice texture work but please get permission before posting this kind of thing.

as far as reworking textures on a model, I dont see any fault in that as long as the mesh was offerend in a "sdk"-like fasion. I myself tend to only rig and animate other peoples meshes, don't want to spend time modeling when I could animate someones kick ass model allready.
