[MAYA 2017] how to move objects around during animation

what setting needs to be checked to let you use the move tool and such during animation? This is just one example but in some other videos I see people grabbing primitives and moving them around with the move tool during animation without keying them.

EDIT: turns out the person wasn't rotating around the model like I thought, but the question still stands.

You can use mmb to use a translation tool while an animation is running, but playback appears to stutter or stop while doing that. Interactive Playback works much better, put that on a shelf and you're good to go.
