Is it possible to bake down filters on a material to create a new material?

I'd like to save the material with the effects in tact. Is there a way to do this?

You can save your layers as a smart material, this way you can re-use it later in your project or even other projects.
Put your layer(s) in a group and choose right-click > Save as smart material.
