Maya 2017Blend Shapes effects rig even when the blend shape node is underneath skin cluster (inputs)

Hi, I've been trying to fix this problem all morning, I seem to have an issue with my rigged female bust. When ever I make my blend shapes and move the blend shape slider. The mesh moves up (translate Y axis) I seriously do not know how to fix this, I've tried resetting transformations. I've also tried to put the blend shape node below skin cluster but this doesn't seem to work. Can someone please help me fix this issue so that my blend shapes work with my rig thank you.

    Normally I'd guess that you have weird transforms or frozen transforms on your blend shape source. You could try using match transforms in that case. But it looks more like it's sliding along one of the head bones, were transforms frozen before you skinned it? Head mesh as a child of a head bone?

    I found a solution I think the issue is because of a double transformation. The way I fixed it is unbinding and making the blend shapes first and then I skinned it. It was a tedious process but it is working so far. Transformations were frozen I believe when I skinned it.
