[PAID] Simple 2D character art wanted that I will animate.

Hey there, I'm Edward and I would like to hire someone to do a simple 2D character for me. I will be animating this character myself in after effects with small little movements and changes in facial expressions, but since I am a horrible artist, I'll leave the drawing up to one of you guys instead. I will be needing several different expressions and positions of the character itself (only the head).
Budget: $15-$40 USD
THE CHARACTER:
The character is supposed to be wisdom personified. He is not supposed to do any huge facial expressions like a child, it's supposed to be subtle but still noticeable.
Here are the facial expressions I need created:
I need the face in a frontal position and a 1/3rd and 1/4th
Clothing of the character should be the following:
Character should stand up just like in the illustrations below, with both hands in his pockets.
Character face should be modeled after:
I need the character to both stand up with his arms in his pockets and sit down in a chair.

I know for a fact when I draw, it takes about what, 10-15 minutes to draw the human figure roughly. Takes maybe 20 minutes to perfect it just the way I want if I already have a vision for it. This should only take a couple of hours, I just am not that good with this style of drawing, I'm more into painting and animation.
