"...bone indices are out of range" error is crashing tools and I can't solve it!

Hi guys. I'm getting this error while importing an armor piece for elder titan. Nothing I do seems to fix it, including:
 triangulating the model, removing materials and mat ID's, reseting X-Forms, Skinning all verts to one bone, exporting as an OBJ and reimporting to 3ds max. 

Full Error: "CMesh Cannot create packed input layout, because the bone indices are out of range (0xFFFFFFFF)"

I'm at a loss. Here's what I see:  

Can't find anybody who solved this through google either. Anyone got a clue?
