Simplest 3dsMax rig you ever saw, so WHY isn't it working?

I've rigged and animated before, and can't for the life of me work out what I'm doing wrong here. Literally wasted three hours of my life trying to work this out.

The bones are not affecting the skinned, weighted mesh. Anyone see why?

    Were you by chance in a sub-object mode before entering the skin modifier (you need to be in sub-object level 0 before entering the skin modifier else it'll only deform selected components) ?

    Thanks for the suggestion! Turned out it was some really really obscure bug, and I had to close and re-open max 'as administrator', then apply a skin modifier and that fixed it. So weird and oh so frustrating.
