I would like to recreate the effect off the film strip on roles to shrink from one point and accumulate on the other end , like in the image below.
Any advice on how to approach this?

If its just for rendering you could use morph targets/ blend shapes, or maybe just animate the scale? Toss in some animated UV's to make the width of the tape look like its moving. You can handle the tape strand fairly easily with a look at constraint so it points toward the edge of the tape as it grows and shrinks.
