Conceptual Topology Question

I feel like I'm definitely getting better at making decent topology / retopo'ing, but I do keep having trouble getting my main bands of the mesh to line up. I always seem to be stretching my polys too far or having too many of them to match up.

As you can see with my helmet, I started with the edges around the eyes and worked my way up the top and around the fan with no problems.

My question is, how can make things line up easier from the beginning. If you were starting with a base mesh like this, what would you do? Start from the outside and work your way in? I have no doubt I'll get this one working, I was just wondering if there are any tricks for making it go smoother. I feel like I keep needing to use the 3->1 poly reduction trick, and that's probably not necessary.
