Studio max can't assign numbered keyboard shortcuts

Hey all
I'm having this ridiculous problem, was hoping maybe one of you ran across this. I'm using Max 2013, and for some unknown reason it doesn't let me assign keyboard shortcuts to the Alt+(Any Number) combination.
The irony is that I've already assigned them before! So if I go to Keyboard tab under Customize UI, my scripts are already assigned to Alt+1, Alt+`, Alt+2, etc. But they don't work. If I try to set them again, when I hit Alt+1 for it to record that keystroke, it just doesn't accept the 1 keypress. Ctrl+1 and Shift+1 all work. But for some reason just Alt+numbers don't work at all.
I've reinstalled it, installed all the latest updates, nothing works. It's unbelievable.
Anyone else ever seen anything like this?
