Hello there!
I'm pretty excited partisipating in such a great contest in along with the awesome artists from Polycount community. Let's have some fun and good luck to all.
Here is what I have for today. Just rough concept mesh, nothing is final here (well maybe fingers and shoulder pads are not gonna change). I've started with Neon Strike skin as a base, cause I like the suit, but I want to rework it here and there to get something different. Still need to balance and find the right scale for all the shapes because them looks a little bit over-exaggerated. Springs in the heels probably is a silly idea.

So I'll back with some refinement asap.

@Haub Well it's hard to explain because there is nothing fancy here. There is no any formula, just a lot hours of practice.
I use polygrouping a lot. I also use Polish by groups feature. Sometimes I use ZRemesher with Keep Groups button on. To get my groups I use maskin brush with Depth settings like on the image below:
