you can change the sort order parameter in the property panel of the object in the level, by default each object have this parameter set to 0, just change the number to 1,2 etc

Decals are not only very limited in the sense of which material parameters you can set, but also DBuffer decals have some errors. They bleed, overlap and appear where they shouldn't appear sometimes. Thank Epic games for fucking it up. There is no way to fix it unless you write your own shader.
