Is there something on the market that is similar to the NDS, but is larger A4 sized and is self powered? i.e. no extra plugs, no laptop, etc. self sufficient electronic drawing pad?
Well, not really. The only good option is a Tablet PC, which are fairly common and often come with digitizer pens (HP uses Wacom tech) but at the same time, have very few pressure levels compared to a normal Wacom--generally 256 pressure levels. The tablets can be expensive, but you can use them as a laptop too and they are probably your best/only option for a portable drawing device.
The HP tm2t series was the one I looked into getting for a while. It's well priced, even though you have to up the specs a little to get the good cpu and gpu.

Hopefully he'll see this and chime in.
Oh and definitely not an iPad, I have one... they're awesome at everything... except art... and Flash.
Although David Hockney might disagree
