NURMS not working properly in max

So I have a problem that I have never encountered before, and absolutely baffles me. I'm throwing together a dashboard for my car model, and when I use NURMS smoothing on my mesh, it works as expected except for the outermost edges, which stay hard. Even more oddly, there are some part that smooth and others that dont. Using a turbosmooth looks better, but its still too hard. I'm completely flabbergasted.

Some things I've tried:

It's not unwelded vertices or hidden geometry.

I've reset the Xforms and collapsed unified normal modifiers, that doesn't affect it at all.

All of the edge creases are set to 0, and NURMS is not smoothing by smoothing groups (which are all set to 1 anyways).

The geometry is, admittedly, slightly messy, but I've cut things differently, and that isn't the problem. Everything else smooths just fine.


If anyone has any ideas, please, I'm all ears.
