Google Maps-esque camera pathing

So, looking to start a new game project with a friend, but I'm not even sure where to start with the project set up because of how we want the camera to work. I've never made my own camera blueprint, just used the 3rd person default. 

It's a visual novel for the most part with mystery elements. The thing is I want it to be like Myst where you click to move forward or interact with objects/people. The problem is that I want it to be a 3D environment where you can rotate the camera, but only from a fixed position. Literally like street view in Google Maps. 

If anyone has any ideas or has some helpful links I'd appreciate it.
