Tessellation help UE4

I've never used tessellation before and I'm currently having an issue with unreal where the tessellation , looks fine from a distance but close up becomes fragmented and ugly.  I don't really understand why this is happening. I'd like for the tessellation to still look good close up, like grains of snow for the sake of using this material in screenshots and close up. Any help is appreciated
