Maya 2017 how to add uv tools to shelf?

I was wondering how you assign tools from the uv ediitor to a shelf. (like modify flip) When in ctrl shift click on them nothing happens. While it works with other tools like mesh smooth as example.

@oglu I'm starting to feel pretty stupid haha but the only menu in the uv editor in top are the ones I can't add to the shelf.
in the uveditor --> view --> custom shelf...
