[Maya] Hotkey Editor Changes Back to Default

Hey guys,
Do you know how to make the Hotkey Editors, Hotkey Sets stop changing back to the Maya default every start up?
I set it to my Maya Default Duplicate" Hotkey set but it wont stay as that set...

I know Maya should be able to save these presets because it keeps doing it with the windows I have open.
Like sometimes when I open Maya it will have 2 outliner windows open and Shape Editor window open
which is obv not the default windows it will have open but something I had open last...
(Btw is there a way to change specifically which windows I want open at default startup?)
