copy uvs to uv set not copying?

I feel like this is supposed to be a really straight forward procedure. What are the conditions in order for this to work? I'm just doing in Maya 2017:
1.select UV of the UV I want to merge with context menu > UV > drag and select all UV vertices in UV editor
2.select "UV Sets" at the second to last menu option in UV editor panel taskbar > Copy UVs to UV set
3.select the UV set I want to merge to, in this case Map1 (I only have one existing UV map which is the UV I want to merge to)
4. and at this point I thought I'd have the UV shell pasted all into Map1 but it isn't there or anywhere in the vicinity?
why won't it work?
EDIT: I think I should also specify, the 2 objects I'm trying to merge UVs with are totally distinct, hence why I haven't tried using the Transfer Attributes method. I'm pretty sure you need to have the 2 objects be closely similar in order for it to work.
