Im trying to do something like this in substance designer. Is there a way to do this dynamically where I can rotate the gradient whichever way I want based on world space normal map or mesh data?

Just to clear something up, this is not a gradient map. This is a gradient.
A gradient map is mapping colors to values.
Just in case you google "gradient map" and getting confused.

You should be able to get this using the "MG Mask Editor" generator. There is a section called "Position gradient".
Using this in a mask of a white or black fill layer will create this effect.

Does that give you the effect you are after?
