skin weights greater than 1 (Maya/fbx)

Is it possible to assign skin weights greater than one while retaining the vertices positions at bind pose? I know in maya I can set normalize weights to none for the skinCluster, which then allows me to assign weights greater than 1. However this causes the vertices to shift from their original position when the character is at bind pose. Furthermore the weighting greater than one doesn't seem to be preserved when exporting to fbx. I'm using common animations across multiple characters that use the same skeleton and I'm trying to amplify the deformation on certain parts of certain characters by altering the skin weighting. Is this doable?
