UE4.11 preview install problem

Hi all,
I have been trying to install the ue4.11 preview for the past three days now without success.I have searched the ue answer hub for solutions, tried all of them with no results.
I am using Windows 8.1 and a Geoforce GTX 780m. Whenever I click resume for the 4.11 version
The message:
Can't download installation information. Try again later. Code 0. This happens especially when I need to resume download.
Does this mean ue4.11 preview can't resume downloads if you log out or close the epic launcher?
I appreciate any help I can get. Thanks.
