Electric shocks like a game Halo

How to make electric shocks such as when a grenade in Halo? You can see them in the picture.

In Photoshop do it quite simply, I think in the shader in Halo uses this technique.

as a starting point you can try feeding a cloud texture, that gets an animated value added or subtracted to it into the UVs of a simple line texture.
