So I was wondering i've seen people on here make characters based on other peoples concept art, and i was wondering if you guys go and personnally message the artist who made the concept art and get their permission first? I know you definately have to give the artist credit of course and make sure people know its not your design. But what if you cant get in touch with the artist?

    Not the first Thread.

    Contact the Artist
    or
    give reference

Thats the common usage with concept arts from other artists for portfolio(learning). When money is in the game contact the artist always.

Yea, you've got it nailed down. It's always good to get permission from the artist first (they might even be able to give you more insight or reference into the design to inform the modeling), and always give credit to the artist.

I'm personally curious how to handle it if the artist doesn't respond; do you (the modeler) take that as a "no" and just move on to a different artist/concept or do you continue, still giving proper credit to the artist?
