Stupid people like the british government will try and control it in their own back yard realise its a failure then overturn what they did a short while later.
There is an excellent sci-fi book called Metagame by first time author Sam Landstrom that has this crazy, weird and wonderful view of the future—and every now and then, I'll see something in the news that is eerily close to something in the book.
