Seeking technical guidance on creating this building model efficiently

I need to build the bottom and top of the walls on this building as one piece each in order to retain the ability to vertex paint and blend a few tileable textures in UDK.

Howerver I realize these pieces will be pretty big and I will not get many options for modularity and reuse of this building. Howerver I do want to make this a portfolio piece...

My question: Is there another more efficient way I can build this building? And if not, is it ok for a portfolio piece? Or should I only focus on modularity in my buildings...
