Controlling the colour of water separately from time of day?

Hi guys, I'm trying to get my water at night to look like it does during the day.. I only seem to be able to get black water at night but ideally would like to get it to look bright green and maybe even illuminating objects around it.

Maybe you can use the Fog Values to increase the density and it's color, that could effect the overall water color, that you just want to have darker, right?
