[Maya/Dota2] FBX not exporting skins

Hey guys and girls,

I'm trying to export a mesh from Maya 2012 for Dota 2 via FBX but for some reason the skins are not getting exported. When I open the .fbx in Max, it's not bound. Binding in Max and re-exporting as .fbx works, though it causes other issues with the position. I'm at the end of my rope as far as troubleshooting this goes. I've reset the smooth bind tool setting, checked the FBX export settings to make sure "skins" is checked and exported from a clean scene all with the same (i.e. no) result. FBX version is 2013.2
